I have it and have been using it intensively for the last 13 years. The only negative thing is that the rubber straps are cut every 3-4 years, so you need to find replacements. In all other aspects, it performs excellently.
Broke while in motion!!! We bought the rack, of course brand new, with the box and the "guarantees". We loaded 2 bicycles and when we were coming back, on the highway in a turn, the right plastic connector (black rubber) broke into pieces!! The bicycles fell down and we would have been killed along with anyone behind us if we weren't so lucky!! The purchase was made from an authorized dealer, a store in Thessaloniki. Our lives were threatened due to poor quality!!
The Thule ClipOn 9103 is a very good bike rack. After assembly, which is not particularly difficult, there is a difficulty in initially setting it up on the car, until one finds exactly the point where the upper hooks need to be bent and the point where the lower hooks need to be turned in order to be securely placed. However, once this is done, the rack is very stable and the bikes are secured without any looseness or squeaking.
After adjusting the rack for one's car, installation literally takes seconds. Indeed, the second time I installed it, I doubt it took me a minute. Also, I did not see any scratches on the car at the contact points of the rack. Removal from the car is equally easy.
On the trip, it is very stable, and it feels like it's not even there. Nothing can be heard and nothing moves.
The rack is for 3 regular-sized bikes. I put 2 children's bikes, one with training wheels. This has a difficulty because children's bikes are smaller than regular ones and they don't fit where the instructional video shows, but in the end, I managed perfectly fine without any problems, once I found the exact points where they can fit. I didn't need to remove the training wheels.
On YouTube, one can find very good instructions for assembling the rack and placing the bikes.
