The variations of the enhanced analog, which were implemented in the local elections throughout the post-transitional period, guaranteed the overrepresentation of the successful combination in the respective Council. The introduction of the genuine analog electoral system with law 4555/2018 did not come as a surprise, as it had already been announced. However, it was accompanied by the strong reactions of the associations of the two levels of local government and the opposition parties at the time, which were focused on the problems that would arise in the "administrative efficiency" of the Municipalities and the Regions. Keeping its pre-election promises and programmatic commitments, the parliamentary majority that emerged from the electoral contest on July 7, 2019, immediately after assuming government duties, showed legislative initiative. Thus, just a few days before the installation of the new local authorities, it attempted to ensure "governability" through targeted legislative interventions. The ex post reinforcement of the position of those who prevailed in the primary and secondary Local Government Organizations fundamentally altered the representative governance system in violation of national and international legal order, that is, the rules of constitutional circumvention or supra-legislative power.
