The land uses are the basic term and constraint for any legal, small or large development initiative initiated by the private or public sector. Specifically, they are the main means for the transformation of cities, neighborhoods, and the evolution of urban buildings.
For this reason, land uses concern the engineer, the lawyer, the notary, anyone who would like to buy, sell, or exploit their business, apartment, or property.
This project follows a comprehensible structure of the material with an emphasis on explaining complex concepts, while the element that sets it apart is the extensive presentation of case studies, covering everything from residences to specialized professional spaces, providing direct and specialized answers and solutions to technical and legal issues. 

The Presidential Decree 23.2/6.3.1987 (D 166) is the legislation on which all designs in Greek cities have been based from the mid-1980s until today. However, the 1987 decree will continue to govern the organization of land uses in the residential fabric for a long period of time, to the extent that Presidential Decree 59/2018 (A 114), which was established for Local Urban Plans, will change according to Article 45, paragraph 1 of Law 4759/2020 (A 245), and for the other LUPs, their assignment to the designers has not yet started, nor will they cover the entire Greek territory. For this exact reason, this study focuses on the interpretation of the provisions of the 1987 decree, as interpreted by the case law of the Council of State, the Administrative Courts, the Directorate of Urban Planning of the Ministry of Environment, and the Legal Council of the State.
