The institution of the Region, although it is an institution that operates constructively within the framework of a decentralized administration system in Western Europe, bears the most basic characteristics of the Greek political reality, although the fact of political-administrative reform, even timid, sometimes opportunistic and functioning under particular political expediencies, must be recognized.
