Traditionally, the distribution of scarce healthcare resources is mainly based on "accounting" approaches of one-dimensional character. Other times, it arises from adherence to the "inertia" of historical elements or even as a result of pressure from interest groups. Consequently, allocation decisions systematically fail to incorporate the values and preferences of society.

In contrast to the prevailing practice, the approach presented in this book represents the first attempt to shape a different and modern model of healthcare resource allocation. Using a multi-criteria decision-making methodology, this alternative approach aims for a socially just and efficient distribution of scarce healthcare resources, with an emphasis on neoplasms.
