With the proposed "Constitution of Europe", not only is a self-sufficient and unified political power or political sovereignty not organized in the European Union, but there are also no procedures provided for the establishment of a public, European political sphere or a European Municipality that will be the source of power or the supreme legitimizing foundation of all the powers of the European Union. It simply confirms an international agreement of the merger of sovereign states that is not sovereign itself.
The use of the term "Constitution" in this case is also misleading, as it creates among other things the false impression that the European Union is evolving, supposedly, from a "Union of States" to a "Union of Peoples", while the exact opposite is happening: the "masters" of European integration remain the states with their governments and the method of governance through the Councils of Ministers, the newly established institution of the President of the European Union, and the intergovernmental conferences is being constitutionalized and perpetuated.
In order for the peoples of Europe to be politically united, they do not need a pseudo-constitution but a real Constitution, which will truly safeguard their sovereign rights, respect and not undermine their constitutional autonomy, their political and cultural identity, and above all, guarantee indivisible unity the individual, social, and political rights of all those who want and are authorized to bear the status of European citizen, as long as they share the constitutional terms of a common political coexistence.
